從香港會員們多年來的口述報告，真正在香港發生了的大大小小樹木工作意外，包括鋸傷壓傷、撞傷跌傷等等，數量可能是上述的好幾倍，只不過很多時候傷者都不一定需要送院處理，而老闆為了息事寧人，漏報就是了。 今天的香港，不死人的工業意外就一般不會變成大新聞，更何況是樹木工作這個冷門行業，難以炒作，政客傳媒對其少於關心。

有了工業意外，就應要有人負責，不管最後結局是煙消雲散也好，始終寃有頭、債有主；算是老官爺不追究，民間也要拿事件來作為警惕。

為此，本會特別制定了一份 “樹木工作意外 簡報表” ，詳情如附件所述，供所有會員在有需要的時候採用。 這表格用簡單文字寫出，內容包括一般樹木工作意外所需取得的基本資料，以能在法庭上作為證供的格式來表達，既可作為內部調查使用，又可考慮用作法律附件，一舉數得。

CAA 關注整個大中華地區的樹藝發展，不光只看香港，香港也不能代表整個大中華地區，只是由本會以前帶領先走十年而矣。 學無先後，達者為先。 香港已經轉變成為發展 “樹木管理” 了，嚴格來說這也並非樹藝行業 (http://www.chinaarbor.com/caa-professionals-domains-of-modern-arboriculture-%E6%A8%B9%E8%97%9D%E8%A1%8C%E6%A5%AD%E7%9A%84%E5%AD%B8%E8%A1%93%E9%A0%98%E5%9F%9F/ ) 。 本會則會堅定不移的繼續與國際樹藝行業同步發展，不偏不倚，絕不掛羊頭、賣狗肉。

Dear Station Members,

CAA has recently prepared a Tree Accident Report in Chinese for use in the China Region for general tree work accidents, details of which is given in the attachment.

The report is written in a simple format, to record the essential information such as time, date, location, nature of accident, tree information, etc. It is designed to be used at supervisory level, & the information contained is good enough for Court presentation.

Tree work accidents are more frequent than what have been reported in the media in our territory. Many of the injuries, if minor enough not to hospitalize, were simply settled between the worker & the boss. This appears to be a cultural practice. In HK, the following accident data were collected by CAA in the past few years, although it does not represent all that have happened :

Outside of HK, CAA does not have adequate data to show the volume of accidents. However, since OSHA principles are not taken as seriously in China as in HK, the number of cases there should be much higher per city as anticipated.

Tree work is full of hazards. Those who think tree work is landscaping work, simply are not qualified to speak for the Arborist Profession. Tree climbers are a special breed. This is something the ordinary landscaper, or “Tree Management Expert” as in the case of HK, does not understand, because they do not climb & rig. They also cannot speak for our profession.

No doubt CAA is working relentlessly to build the Arborist Profession in the China Region with our international knowledge & practices. We represent genuine Arborists, & we pair with the world. What HK is doing now in promoting “Tree Management” to try to replace the Arborist Profession, is not what we believe or follow, & HK is not all but just one city in our vast territory. CAA works for the whole of the China Region.

Looking forward to growing the Arborist Profession in our region step by step, in the right direction & & in the right way.
