在樹藝這個行業裡，從業人員由主理研究、設計、監督、執行、攀爬、行政、顧問等等都有，而當中最難取得証照的，莫過於 “顧問樹藝師” 這個名銜了。 要成為一個 “顧問樹藝師”，並不能自封自擂，必須要加入有國際地位的組織裡面，成為其專業會員，再取得其專業資格，才能成事。 世界上只有幾個 “顧問樹藝師”學會，每一個招收專業會員的條件都非常苛刻，而當中最大和最有歷史的，要首推 “美洲顧問樹藝師學會” (American Society of Consulting Arborists, ASCA, www.asca-consultants.org ) 了。
ASCA 是在 1960 年代末，由當時北美洲一群天天在提供樹藝顧問服務的執業樹藝師所發起的。 鑑於他們發現樹藝顧問行業与其他的搞樹木研究、種養和修剪，在工種和處理問題時有所不同，而作為一個“顧問樹藝師”，在現場勘察、証物分析、編寫報告和庭上作供的時候，所需要的專業知識和研究理論是有別於一般的樹藝從業員。 所以這群人特別組織起 ASCA，亦創建了一個叫做 Registered Consulting Arborist, 簡稱 RCA 的專業牌照，來把“顧問樹藝師”從眾多的樹藝從業員當中昇華出來，鶴立雞群。
RCA 牌照有別於其他樹藝牌照，可說是金字塔的頂端，高山群的峰巒，是非常難考的一種牌照。 此牌照也可能是自有樹藝牌照發行以來，其中最早的一個，首發於1960年末。 与 RCA 比較， “國際樹木學會” 的 “注册樹藝師” 牌照是在1994年才開始發行。 而其“資深樹藝師” 牌照就更晚，它的美國商標注册是在2003年。
當全世界已擁有超過 25,000 個 “注册樹藝師” 和近千個 “資深樹藝師” 的時候，尚在人世的 RCA ， 只有大概 250 個。 從 1960 年末至 2014 年所考獲 RCA 牌照的人，只有 600 個左右，也就等如是每年能夠考到 RCA 的，只有 10 人左右，它是世界上公認的最困難的專業考試之一，合格率一般不到百分之十 ! 在本會會長報考 RCA 的那一年，考生一共有 56 人，當中過半都是北美洲的大學教授、博士，資深樹藝師等等，當中也不乏知名人士。 但在一年後公佈考試結果時，只有四人能夠考到，驚心動魄 !

RCA 是目前樹藝行業裡面最高的專業資格，全亞洲到今天為止，只有本會會長歐永森一人持有；全世界的 “顧問樹藝師” 當中，也只是他一人是華人，太少了。

Consulting Arborists are authoritative experts on trees, consulting property owners, municipalities, attorneys, insurance professionals and others on tree disease, placement, preservation and dispute resolution in addition to providing consulting and expert testimony in the legal, insurance and environmental arenas. The role of the Consulting Arborist is to bring a comprehensive, objective viewpoint to the diagnosis, appraisal and evaluation of arboricultural issues.
Consulting Arborists are also known as the preeminent authorities on matters related to trees—ensuring the safety, health, and preservation, of trees in our natural surroundings. They are tree experts who advise in the most challenging situations. Their experience in the science and practice of arboriculture, along with their practical, ethical and objective role of consultant, is key to two distinct groups of people:
- Industry professionals, such as law firms, insurance companies, utilities, land developers, architects and municipalities who need:
- Reports on trees and — plants in general
- Expert testimony in court
- Evaluation of the environmental impact of land development
- Consultation on tree preservation
- Expertise for land planning
- Education about the preservation of trees
- Forensic investigation into tree issues
- Consultation on care and maintenance
- Assessment of risks and hazards
- Landowners, such as homeowners, real estate owners, developers and others who need:
- Knowledge of tree care, preservation and maintenance
- Expertise about tree and plant selection and planting
- Assessment and identification of tree risks and hazards
- Advice on tree preservation
- Appraisal of trees
- Investigation into tree disputes and negligence
- Inspection of plant material and tree issues
In CAA, we hold the Registered Consulting Arborist (RCA) to be the highest ranking in the Arborist Profession. We regard them to be the creme de la creme.
