大家看罷，也許會覺得問的是非常簡單的 “ABC”，但回答的卻是帶人暢遊花園的 “£$%^&*()*<>@” ，令人難以理解和莫名其妙，難道這就是有立法議員所說的 “語言偽術” ？

 

假如政府的承包商把指定興建的 “教育中心” 蓋成 “夜總會” ，然後寫上一大堆的文章去推缷責任，粉飾太平，續為自己歌功頌德的話，會收貨嗎？

 

本會歐會長在香港生活幾十年，在九七年前的港英政府，從未看過如此令人嘖嘖稱奇的長篇文章，卻渺無準確答覆，可能當年港英政府缺乏如此文膽吧。  這種公文，歐會長在大陸工作過三十年也未有看過，真是活到老、學到老。

 

不知道這樣的回答，會在台灣的民選政府裡會產生甚麼迴響？  丟官？  在某些歐美民主國家，有可能會板子打手心了。

 

九七後的香港有些公家部門，打著北京附與的 “行政主導” 旗號，目空一切，呼風喚雨，從而發生由公共建設嚴重透支延誤到 “民航處事件” (http://orientaldaily.on.cc/cnt/news/20150212/00186_001.html?facebook=y) ，莫不潰瘍人心，積怒民怨， “佔中” 只不過是民憤表現之一。  假如有人以為當權得令，就可以漠視一切，視民意為無物，從歷史角度來看，最終只會引火自焚，蟲蛀木倒。

Please note that the conversation has been in Chinese with the exception of Q3 in English.  Chinese is the favoured language in HK nowadays, especially in Legco.

 

In the Chinese communication above, CAA has expressed our disappointment that our simple questions are not directly addressed, or even evaded.  We do not believe such responses would be acceptable in any western democratic Govt; but again, HK is not a genuinely western democratic governance.

 

HK is slipping further & further away from western arboriculture, to be replaced by the name of Tree Management.  HK appears to try to erect herself with her standards, & to provide her own education, to keep the world out except through a few favoured channels.  CAA cannot agree with that.  CAA welcomes the world to come in for the best.

 

CAA will not turn a blind eye on the current development in HK like the other local arbor groups, & worry that such ideas may spill over to other cities in the China Region.  CAA will do our best to tell the public of what is right & wrong.
