本會的前身叫 “國際樹木學會中華地區分會” ,在2004年成立的時候,大中華地區還沒有正規的樹藝行業出現。 “樹藝師” 和 “攀樹師” 這些銜頭,也是由歐會長自我發明創造出來,在他之前從來沒有人這樣子叫,這些都是事實,有跡可循。
當年的香港綠化,包括樹木的設計、種植和護理,由於沒有樹藝師的出現,主要是由景觀師、保育團體和園藝工程人員把持。 當時要把樹藝行業在衆多競爭對手當中帶出來,本會可謂是與狼共舞,螳臂當車。 樹藝行業後來從香港開始,擴散到澳門、台灣和中國大陸,現在轉過頭來看,確實來之不易,本會的努力,無法淹滅。
在當時的香港,由於行業剛剛起步,而傳統綠化行業則已根深蒂固,為了打破困局,本會想到向外取經,而在香港鄰近、能以中英語溝通、綠化水平 (特別是在樹木種植)都已經達到國際先進水平的國家,首選就是新加坡,捨其為誰?
為此,本會用了差不多一年的時間去作出各方準備,通過重重困難,竭而不捨,終於在2006年的二月份,能夠在香港組團,前往拜訪新加坡國立公園局 (Nparks),並獲得了盛大接待,Nparks也大方無私的介紹了新加坡在綠化和樹木種植各方面所取得的成就,令參團人員眼界大開,百聞不如一見,留下了深刻印象。
在回到香港後,本會開始整集資料,用英語 (由於洋人要看) 寫出了簡拙報告,可以從以下連結取得:

當年所知,其中一個重點就是,新加坡奉行綠化工程主由 建築師/工程師 來當主管,下面分成五個部份,分別是:
1. 樹藝師
2. 景觀師
3. 園藝師
4. 草坪師
5. 灌溉師
五個專業平等對待,不出現一方獨大,同時服務於 建築師/工程師 之下,各自發揮所長,河水不犯井水。 舉例說,當年聽到的 “路樹管理處” 當中的組成部份有大概五十名的樹藝師、兩名景觀師、一名園藝師等等,佈局合理,也人盡其才。
可惜的是當這報告在香港一出之後,不到幾天,馬上就有具勢力人仕打電話直接到歐會長的手機,認為如此把新加坡的做法公佈出去,會令香港某些綠化行業的人看上去不是味兒,甚至反感,所以要求歐會長要 “自我修正” 並公諸於世,否則 .....
當年的樹藝行業正在起步,香港是個開始點,而傳統綠化在香港已經根深蒂固,發展了差不多三十年; 同時,本會也正在積極推廣 ‘國際樹木學會’ 和其樹藝師牌照,一切都在起跑線。 在那個時候歐會長蒙受巨大壓力,在思前想後平衡正義和現實之後,斷定忍無可忍都要忍,不能搞對抗,否則小不忍則亂大謀,所以唯有裝傻扮笨,重新再發另一會訊去 “自我檢討” 一番,犧牲小我,去成全大我吧,往事也 …..
十年過去了,難得本會突然收到新加坡國政府發出了電郵,舉辦一次 “新加坡綠化政策講座” ,全由高級官員來闡述當地多年行之有效的綠化政策和前瞻,也完全對外開放,確實機會難逢。 講座的內容和報名方法在本段信息之下登列,講座費用也是半賣半送的 SGD 64.20,全程以英語講出,歐會長已經率先報名了。 本會也同時放上兩項新加坡政府訓練當地樹藝師的課程,不妨也與自己的比較一下吧。
臨淵羨魚、不如退而結網。 經常說自己是多好多美,敢比較嗎? 比較不是硬道理? 那又何必舉辦甚麼錦標賽和運動會呢? 還是夜朗自大,自我陶醉? 本會這次要去新加坡為的是要比較和學習,不做井底蛙,知恥近乎勇也。

Greenery Regulations and Policies for Developments in Singapore

INTRODUCTION
As Singapore continues to urbanize, it is important to weave greenery into development through safeguarding of greenery provisions, conserving of trees, and planting within development site. In this seminar, participants will be able to learn more about the key requirements relating to tree conservation and greenery provisions. Submission requirements for DC, BP, CSC and LTA road prompt will also be covered.
COURSE OBJECTIVES
• Understand the regulations on greenery provision and tree conservation
• Learn the different tree conservation measures and design consideration for tree conservation
• Understand requirements from NParks for DC, BP, CSC and self-declaration submissions through CORENET
• Understand requirement for LTA Road Prompt Application
• Understand the expectations for an arborist report submitted for development works

1. Tree Conservation Areas and Heritage Road regulations
2. Tree conservation requirements within development sites and along roadsides in Singapore
3. Design considerations and measures for tree conservation
4. Greenery provision requirements, including green buffer, peripheral and carpark planting provisions within development sites
5. Greenery provision requirements within roadside
6. Submission requirements for Qualified Person and expectations of arborist reports at DC and BP stage
7. Site and submission requirements for CSC clearance
8. Submission through LTA Road Prompt

ABOUT THE SPEAKERS
1. Tan Chin Peng is currently Assistant Director in the Streetscape Division of National Parks Board. He has been an ISA Certified Arborist since 2002 and Tree Risk Assessment Qualified (TRAQ) since November 2013. He has more than 20 years of experience in managing trees and performing tree risk assessment.
2. Juliana Jumamin is currently Senior Manager in the Policy and Planning Division of National Parks Board and also an ISA Certified Arborist. She has more than 10 years of experience in handling development submission plans.
3. Thomas Leng is currently Manager in the Policy and Planning Division of National Parks Board and has more than two years of experience in handling development submission plans.

INTRODUCTION
The WSQ Higher Certificate in Landscape Operations (Arboriculture) is specially designed for Landscape Technicians in the field of arboriculture and for new entrants who aspire to build a career in the specialist field of arboriculture.
COURSE OBJECTIVES
The participant will have the knowledge and application skills to identify plants and their functions and be able to interpret the cultural needs and the plant growth requirement of plants. This includes basic plant physiology as it affects horticultural practices applied in industry.

• Apply cultural practices to minimise the impact of environmental factors on the health of plants

Singapore is well known & admired for her beautiful greenery & landscaping. This is owed much to their successful regulations & policies, which can offer a lot to the neighbouring cities nearby. Singapore is also close to a lot of cities in the China Region, & it is not expensive or time consuming to go.
