本年度八月初的 “砍石牆樹” 事件，正如本會先前所料 (http://www.chinaarbor.com/caa-professionals-wall-trees-removal-%E8%AB%96%E6%96%AC-%E7%9F%B3%E7%89%86%E6%A8%B9-%E4%BA%8B%E4%BB%B6/ )，一石激起千重浪，一直餘波未了，除了復活眾多沉寂多年的 “環保團體” ， 令其浮現出來 “愛樹護樹” 以外，亦簡接打擊到樹藝行業過去十一年來建立起來的公信力，更對樹藝師驗樹修樹的能力一抹而掉 (http://hk.on.cc/hk/bkn/cnt/news/20150912/mobile/bkn-20150912103811001-0912_00822_001.html ) ，後果可謂相當嚴重。

境外有人問，香港不是有一個 “樹木辦” 來管理當地的樹木嗎？ 啥也不知道 “樹木辦” 正在 “泥菩薩過江自身難保”，除了連續兩次被“申訴專員公署” 開檔深入調查，成為香港開埠以來首次被公署點名“主動調查”的綠化政府機關以外，亦不停被公眾傳媒點名狙擊。 “樹木辦” 在行內受尊重程度也非常低，除了幾家細小的 “友好團體” 掩嘴不聲以外，幾乎從未聽過有民間贊美聲音。 本會曾經多次通過 “政務司” 和 “立法會” 去查詢其種種策略的信件，“樹木辦” 只是對其有利方面的才大幅回覆，對敏感地帶則隻字不提 (會員可個別電郵本會取得通訊，本會視乎會員背景意圖來選擇性發放) ，令人感覺香港民意為何物，相信如此自我做法也不會得到其他政府部門尊重。

“樹木辦” 的久喘殘存，浪費了大量的政府資源時間，敗在人為領導錯誤，唯一出路可能在推翻重來，跟隨國際走勢調整，不再把樹藝行業寄掛在綠色景觀之下，創造成功。 不然的話，大自然會決定成敗，不是人說了算。

“護樹團體” 的冒起，現對任何砍樹都一致抨擊，可能會令到真正對公眾有危險的大樹也不能移除，這點並非理智。 國際上的做法，是以公眾安全作為優先。 香港目前的問題其實出在驗樹能力，和驗樹報告有否涉假，公眾質疑的就是這兩個重點。 這兩點又与如何挑選 驗樹人員(http://www.chinaarbor.com/caa-professionals-2015-7-1-march-2015%E7%9A%84%E4%B8%83%E3%80%81%E4%B8%80%E5%A4%A7%E6%B8%B8%E8%A1%8C/ ) 和 報告模式 (http://www.chinaarbor.com/caa-professionals-tra-form-2-%E9%A6%99%E6%B8%AF%E7%9A%84-%E6%A8%B9%E6%9C%A8%E9%A2%A8%E9%9A%AA%E8%A9%95%E4%BC%B0%E8%A1%A8%E6%A0%BC2/ ) 有關，目前掌管的機構正是 “樹木辦” 。 可以見到，上樑不正下樑歪，在策略上稍作小修小補完全沒用，真正需要的是推翻重頭再來，知人善任。

至於“護樹團體” 要求在砍石牆樹原址，翻種原來的細葉榕，還要從種子種起一事，本會不反對，唯一要求只是要不停檢查修剪，以保證其重量和風壓不會超越古老石牆的機械承受力。 假如能夠這樣，或者也可以兩面逢迎吧。

樹藝行業在香港發展的故意被人為扭曲，搞到今天如此混亂地步，大中華地區的其他城市應該引以為鑑。 事情也證明了用人的因素比建立系統制度更為重要，這點也是當年港英政府手段高明之處，希望大家能夠從中學習吧。

Dear Station Members,

The Chinese message above is stating the revival of the Tree Lover Groups in HK to challenge the existing practices of the Arborist Profession, & the consequences stirred up by the removal of the Bonham Road Wall Trees in early August. Arborists are now appearing to be kept out.

The Tree Management Office of HK is now twice actively investigated by the Ombudsman Office for faults, making precedent in HK history of a greenery organization two times openly investigated by an the highest authority in the HK Govt.

In our view, the tree management in HK is entering a mess. It is distrusted by the public, & heavily criticized by the local media. Never have we seen a Govt Agency in greenery so attacked by the public, & there must be something wrong with that. To limp the Tree Management Office in the current manner, it may be better to cancel it at all & start from afresh. Using the right personnel is the key, & Tree Care should not be put under landscaping any further. Following international practices to respect the Arborist Profession is the main point.

It is now up to the wisdom of the HK Govt to make judgment on the Tree Affairs in HK. Should it be continued in the same old manner with patching up here & there, or take the courage to start anew? The rest of the China Region is watching. HK is the first city in the China Region to begin Modern Arboriculture, would it be good to the end?
